Dean E. Anderson

Dean Anderson has an extensive business, human resource, and data processing management background, including more than 35 years of experience in all facets of information technology (IT) with a heavy emphasis developing automated solutions for Medicare program administration including both Medicare Part D and the Medicare Discount Card program. His experience includes the development, testing and ongoing maintenance and operations of computer systems and related programs.  Most recently he has served as an IT expert and consultant for Medicare Part D programming and reporting engagements.

Experience

  • As Vice President of Operations at Independent Pharmaceutical Consultants (IPC), Dean was responsible for all IT systems, product processes and report production.  He created reporting and program parameters to support the Medicare Retiree Drug Subsidy (RDS) program, Medicare Prescription Drug Plan’s (PDP) enrollment functions and Prescription Drug Event (PDE) reporting and auditing. Dean has developed data modeling methods to identify costly drug program design shortcomings and assisted in developing cost avoidance strategies.
  • Prior to joining IPC, Dean was a Manager of Administrative Services for a large regional distribution company located in the Southeast.  In this capacity, Dean directed IT operations and human resources benefits management programs.

Erin V. Costell

Erin Costell is a recognized expert in providing Medicare Part D consulting services to corporate plan sponsors, governmental agencies, Taft Hartley Trusts, Medicare Prescription Drug Plans (PDPs) and Medicare Advantage Prescription Drug Plans (MA-PDs). Erin has supported Medicare Retiree Drug Subsidy (RDS) programs, “800 Series” and direct contract Employer Group Waiver Plans (EGWP), commercial PDPs and wrap products under a variety of funding arrangements. Erin has participated in CMS sponsored training programs and focus groups related to PDP/MA-PD, EGWP and RDS administration and compliance. Erin has worked in the Medicare area and commercial markets supporting pharmacy benefit programs with services including: Medicare program administration (application, bidding, eligibility and PDE submissions and error handling, HPMS and regulatory reporting) and compliance (communications, reconciliation, auditing, training, subcontractor service arrangements, COB), claims analysis, cost forecasting, vendor evaluation and placement, implementation, eligibility maintenance and administration, communications development, contract review, vendor audit and recovery, plan design and vendor management.

  • Erin has 7 years of experience in healthcare benefits consulting and administration.
  • Erin has audited one of the largest Medicare claims administrators for reporting compliance.
  • Erin was a former consultant at Buck Consultants that led the development of the firm’s Medicare consulting efforts and supported the delivery of Medicare services to clients nationally.
  • Prior to joining Buck Consultants, Erin worked in data analytics and later as the sales and marketing coordinator for a national managed care organization.

CHERRI DEIULIIS

Cherri Deiuliis has 14 years of combined experience in office management and administrative support services.  Cherri ensures that day-to-day administrative operations run smoothly including:

  • Client billing

Cherri is responsible for supporting several applications including GeoAccess Suite.  She addresses complex data issues including merging and comparing disparate data, data cleaning and data standardization, address validation and geo-coding, duplicate identification, and helps client maintain adequate data.

Experience

  • Cherri’s past experience includes managing and organizing office operations and project coordination assistance for a prominent consulting firm.  This exposure has provided Cherri with valuable knowledge of healthcare benefit processes including contract administration, budget tracking, coordination of events, RFP’s, proposals, research and maintained the schedule.
  • Cherri posses a strong knowledge of Microsoft Office Applications, GeoNetworks, and other software applications.

JOHN R. EISEMAN, FLMI

John Eiseman has 37 years of combined underwriting and consulting experience. He possesses extensive experience in all technical aspects of consulting, including work related to budgeting and cost forecasting, projecting cost impact of plan changes, post-retirement and post-employment benefit design and valuations, development of rate and contribution strategies, development of claim reserves, analysis of proposals, analysis of alternate funding arrangements and other related financial analytics associated with benefit programs of all types.  He also evaluates the impact of state and federal legislation and regulation pertaining to benefit programs and formulates strategies to maximize clients' compliance and value.  He has specialized in Section 125 Cafeteria Plans, FAS 112, non-discrimination rules, Section 419 fund limitations and Medicare Part D.

Experience

  • John has 13 years experience in group underwriting and 24 years in consulting.
  • After graduating from college, John worked in the Home Office Group Underwriting Departments of Travelers Insurance Company (Hartford, CT) and General American Life Insurance Company (St. Louis).  During his 13 years in this capacity, he was active in all aspects of Group Life and Health Underwriting.
  • John spent a combined 23 years working for Buck Consultants in their St. Louis office as a Director and Manager of the financial consulting department.

KAM GHAZVINI, RPh

Kam brings over 14 years senior management experience working within a variety of different venues of pharmacy operations.  Prior to joining GPS, Kam was owner and operator of a successful retail pharmacy operation based in Illinois that was sold in December of 2006.  Before operating his own retail pharmacy, Kam spent two years serving as Vice President of Operations for Partners in Care, a specialty pharmacy operation specializing in infertility therapy.  Prior to joining Partners in Care, Kam was the chief pharmacist at TAP Pharmaceuticals overseeing the entire operations of specialty injectable pharmaceuticals.  Kam began his career in pharmacy operations serving seven years as the National Pharmacy Manager for Home Solutions Incorporation, a home infusion and specialty injectable pharmacy.   

Kam has a Bachelor of Science in Biology from Queens College and a Bachelor of Science Degree in Pharmacy from St. Johns University.  In addition, Mr. Ghazvini is registered and licensed in the following states:

MARYE ISAACS, JD

Marye Isaacs spent two and a half years as an integral member of a small team of Medicare Part D experts at the Centers for Medicare & Medicaid Services. She joined CMS when the Employer Policy & Operations Group was created, and played a major role in the development of CMS policies regarding all types of employer and union sponsored prescription drug plans, including the Retiree Drug Subsidy program and the Employer Group Waiver Plan program. Her key responsibilities included implementing various approaches to encourage employer/union group participation in the Medicare Advantage and Part D programs, as well as evaluating legislation and program issues and assessing the feasibility and effectiveness of new and existing Medicare policies. Marye also attended, prepared, and conducted various conference presentations for employers, unions, consultants, and carriers. She collaborated with other agency components to establish coordination on all aspects of the Part D program, and assisted in the development of the CMS audit guides and Standard Operating Procedures to evaluate and manage the Employer Policy & Operations Group's functions. Additionally, Marye served as a CMS liaison for employer/union health plan issues with Federal and State entities, national organizations, advocates, and private industry.

Ted Levy

Ted has over 13 years of health care marketing experience. Ted began his career in Healthcare with Express Scripts, Inc. He became the Director of Managed Care for BioPartners in Care (BPC), a specialty pharmacy that distributed high cost biological medications in 2000. While at BPC, he successfully negotiated preferred provider contracts with TriCare Military Health Systems & United Healthcare. 

Mr. Levy became a principle in Partners in Care Pharmacy, a specialty pharmacy focusing on infertility in April 2003, where he served as the Vice President of Managed Care and New Business Development. Ted successfully negotiated several managed care contracts which included developing the Express Scripts Infertility Program, exclusively distributed by Partners in Care. Partners in Care was acquired by Priority Healthcare in 2004.

Julian J. Nadolny, Jr.

Julian Nadolny has over 9 years of experience in the health insurance field.  He was most recently a member of the Employer Policy and Operations Group at the Centers for Medicare & Medicaid Services (CMS).  Julian played a key role in the development and implementation of the Employer/Union-only Group Waiver Plan (EGWP) program.  Julian served as CMS’s main subject matter expert for EGWP policy, and co-authored Chapter 9 of the Medicare Managed Care Manual and Chapter 12 of the Prescription Drug Benefit Manual titled Employer/Union Sponsored Group Health Plans.  Julian has in-depth knowledge in the areas of EGWP bidding, payment, benefit design, non-calendar year plans, formulary, enrollment, pharmacy access, low-income premium subsidy pass-through requirements, marketing/dissemination, contracting, and private reinsurance arrangements.

Experience

  • Julian has over 3 years of experience with the Employer Policy and Operations group at the Centers for Medicare & Medicaid Services focusing on Employer/Union-only Group Waiver Plan (EGWP) policy and operations.
  • Prior to joining CMS, Julian worked for Humana, Inc. as a Large Group Sales Representative selling medical plans to employer groups with 100 or more employees.
  • Prior to joining Humana, Julian worked for CIGNA HealthCare as an Underwriter where he underwrote Commercial HMO medical plans.

James E. Baxter

James Baxter has been a benefits consultant for over 22 years responsible for managing benefit programs for many large national corporate plan sponsors, managed care organizations, associations, Taft Hartley plans and a variety of other types of organizations.  He has extensive experience in pharmacy consulting assignments of all types that include Medicare Part D, claims analysis, budget development and cost forecasting, evaluation and selection of vendors to provide pharmacy benefit management (PBM) services, vendor implementation and contracting for PBM services, communications assistance, design and implementation of clinical programs, auditing of vendors that provide PBM services, formulary development, plan redesign, financial modeling and claims re-pricing of plan redesign alternatives, network development and direct contracting with providers, PBM vendor management  and bidding, evaluation and implementation of alternate funding arrangements for pharmacy benefit programs.

  • Jim was a former Principal at Buck Consultants having spent over 16 years with the organization as a national lead resource for pharmacy consulting projects.
  • Prior to joining Buck Consultants, he worked in the Employee Benefits Division of a southeastern actuarial consulting firm.
  • He has provided expert testimony before legislative committees regarding proposed bills related to pharmacy issues.
  • Jim has done interviews with several publications and made numerous presentations to various organizations on a variety of pharmacy related topics.
  • He has conceptualized and led the development of many unique product and service offerings designed to more effectively manage pharmacy benefit programs.
